Many futures brokers provide free data anyway (CQG or Rithmic) If you specifically need MBO then your choice is limited to Rithmic. IQfeed announced it as well. However, If you are not making money already, MBO won’t be of much help to your trading.

Ninja has a fantastic DOM for trading. The charting packages are both free to try. I've tried amp and ninjatrader trials, but I think amp and Sierra combo is the best.
