Update: Reinstalling seems to work. I turned on level based voice activation to test the level and turned it to 0. You need to visit an L1 station with a refinery deck. This is a known bug, sometimes relogging helps. I just bounce back and forth between ore sales kiosks and eventually it shows up in the dropdown.
