As a determined exterminator everyone will hate you regardless of what you do. Everyone exept machine empires ofcourse. It's impossible for them to hate you more. Purging is literally what you do. If you're worried about other people's reaction to your purging, you're playing the wrong kind of empire.

I disabled Purging and unpaused for a minute, but they stayed listed as Undesirable. It looked like they were still being Purged, but I didn't let it run long enough to find out. I think I'll just start a new game and revisit this after some updates. Militaristic Xenophobe was a mistake for a first game anyway. Thanks for the help!
