The rules supplied with various editions of Rummikub® sets have interpreted this rule in different ways. The most liberal interpretation is that the joker can be reused in any meld. The only restriction is that you cannot pick up the joker and store it on your rack for future use - you have to incorporate it in some meld on the table.
