He knows what he is talking about to an extent, but that might have only been true 30 years ago.

Applications for funded MAs in philosophy are already long past (the last one was like February or so -- most are due in Dec-January).If 300 applicants apply for 5 slots at a single school, that's about a 2% chance of getting into a given PhD program -- but OP is applying to 20. Of course, that percentage doesn't factor in applicants who have bad grades, or an underdeveloped sample, or not the best letters.
They see 160+, and they think that's a good score. So in my view, shoot for 160 or better. The 67% could be a liability. Hard to say. Though schools don't say so, they do often use scores as a way to filter applications. The only two problems are 1) They only do one a year; and 2) It depends on if the school's philosophy society next year will be active enough to put out another one. The first one they did was the year I was part of the phil. soc. executive, and we went as far as getting the journal an ISBN number, so you can search it on WorldCat and whatnot.
