Ulvs don't drop anything but claws and trophies. From what I've heard, 10 caves seems to be the median for completing the set, so 15 is definitely unlucky. I've definitely swept a couple mountains without finding enough fenris hair for an armor piece. I've also found 40+ in the same cave too. I must be fortunate. I've killed about 30 Cultists across over a dozen caves and haven't gotten a single trophy, needed to craft the Fenris Hood. As long as the mountain you arrive at after the update drops is a "fresh" one, unexplored and unrendered, you should be able to find caves there. As long as the mountain you go to has a chance of having caves in the first place 😅. So u dont need a new world, you just need unexplored terrain. There is a world updater mod. Probably bad rng.
