To hit the armor cap you'll need smithing of 100 and upgrade your heavy armor. I beleive you can get Ebony up to the cap with a potion of smithing along with heavy armor perks. I'll that your word that it's five fifty. Thought it was higher though. As well, don't remember what dragon skin (alteration spell) gave you.

You can make heavy armor reflect damage, become weightless, and echant it how you want it to be. And even for sneaking you can just put a muffle enchant on your boots. I don't know for sure, since I haven't looked into it, but I assume that heavy armor in Skyrim causes more noise than light armor when sneaking. Assuming this is true, that's one advantage light armor has over heavy armor. The only problem is, sneaking in Skyrim is EXTREMELY over-powered.

Light armor is better on lower levels while heavy armor is better on higher levels.
