Seriously, that's standard procedure for single action revolvers going back to 1836 - single action hammers were not drop safe for a century or more, so you carry hammer down on an empty chamber. Think of it as a revolver copy of a SIG. Standard etiquette with a single action is to leave the chamber that will be under the firing pin/hammer empty.
Like I said in my initial comment, I bought it expecting to have fit n finish issues.
