the weapon is very bugged right now and "deletes" volatile flow unless you have a void heavy along with it. It seems the artifact itself is bugged. This has been happening with several of its Perks i.e. Volatile rounds not applying, overload SMG not activating, etc. Works for me without issues on warlock.
