Gold and Silver coins can be found as drops off of NPC's. Silver can be mined south of Set City in the abandoned mine area called Rhinohorn. You can get gold ore from obsidian, it is a rare drop from it. Take the ore, cook it in the furnace, get the perk that lets you make coins, put the mold in the furnace.
