The wording seems to imply yes, because your other hand would be using the shield. The description is wrong, Dueling actually works like in P&P and gives +2 damage when using a weapon + shield. Larian said they have slight deviations in some 5e rules so I would trust the in-game description over the player's handbook.

I'm using that for my Paladin simply because I can't find a better weapon for him lol. I really want like a longsword but I've been stuck with a spear since the beginning of the ♥♥♥♥♥♥♥ game. #2.

Dueling fighting style is based off the idea of Three Musketeers style fighters. Which was my design as well for this build. A halfling dex based ranger using a rapier. You can most certainly use dueling with a shield in 5e, as a shield counts as armor, not a weapon. It's a staple pick for sword and board users that want to focus on doing damage.
