A weak extractor spring or damaged extractor lip will allow the brass to drop out before the ejector can kick it. Your double feeds are likely a result of the brass falling off the bolt face. Century went with the narrow handguard but if you prefer the look of the wide HK handguard, the C308 will accept any HK G3/HK91 furniture.
