I don't think that the converter has editing capabilities built-in, but you could either edit the resulting mod or use a save game editing tool to edit your eu4 save before converting (I think michaels mod making tool can edit the map in an eu4 save) or you could use console commands in eu4 or in vic3 to change the map(in vic3 this disables achievements)A place to share content, ask questions and/or talk about Paradox Interactive games and of the company proper. In this case your installation is probably broken in some way. The most likely thing is that you have extra files in your eu4 installation folder or in the eu4 folder in Documents. To fix that you can try a clean reinstall as described in my guide on reddit about common startup problems with version 1.29.
