Blood build up is better too, with an L1 combo and arcane at a decent level bleed should proc very quick. Occult is better if you're gonna use Seppuku and you spec for Arcane, since you'll get more raw damage. But you can just use one with Frost and get bleed+frost procs, which will deal even more damage.
Twin-Blade and Peeler look the best. For power, you want Eleonora's if planning on using her skill with an arcane build. Its weapon art is quite op. High damage, bleed build up and very high stagger. Otherwise Godskin Peeler. Twin-Blade isnt bad either, but it has slightly lower dex scaling. Its pretty much the same damage, tho.
